Ohio law requires the IRS to submit an audited annual financial report to the State. Our office also prepares a Comprehensive Annual Financial Report (CAFR), which is submitted to the United States and Canadian Government Finance Officers Association (GFOA). The County of Cuyahoga County Auditor has earned the Certificate of Excellence in Financial Reporting 24 times. This report is also publicly available.
All You Need to Know About the General Accounting Department
The Department of General Accounting is responsible for the certification, accounting, and disbursement of funds under the Ohio Revised Code (ORC; the department issues approximately 240,000 vendor checks to various individuals, and the business department also issues and distributes all attorney fees. The department is responsible for issuing the IRS Form 1099 to the appropriate vendors and submitting the 1099 file to the IRS. The department also issues a “B” notice to vendors subject to applicable 1099 reports.The (ORC) requires the Finance Officer to issue all paychecks and direct payments biweekly. Currently, the office issues approximately 255,000 paychecks and direct deposits per year. The department is responsible for issuing the federal Form W-2 for all employees and W-2 tracks for Social Security, state, and cities. The department is also responsible for employee and employer contributions to the Public Servant Retirement System (PERS), reporting federal and state withholdings, reconciling municipal withholdings, and reconciling Federal Form 941 with the IRS.
Other reports under the responsibility of the General Accounting Department and which require the signature of the financial officer are the Public Defender’s Report; Ohio Department of Social Services Reports: Child Support Application, Children’s Services, and Public Assistance to Social Services; emergency management report; Reports from the Juvenile Court and the Mental Retardation Board; the individual examination of the auditor; Individual Audit at the Federal Secretariat of Health and Human Services; and cash reports from the District Health Council and the Soil and Water Conservation Council.
